          Lincoln County Impact Grants Support Affordable Housing Across the Coast

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Lincoln County's economic development grant program has awarded two $50,000 Impact Grants to affordable housing initiatives that will deliver lasting benefits for local residents, workers, and wildfire survivors across the region.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The grants are funded primarily through transient lodging tax revenues generated by short-term rentals in unincorporated Lincoln County, with historical support from video lottery revenue. This year, the Economic Development Alliance board of directors identified two large-scale projects that align closely with county priorities around housing access, workforce stability, and community resilience.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          Olalla Meadows Receives Critical Funding
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Northwest Coastal Housing is proud to be among this year's Impact Grant recipients. The grant will support Olalla Meadows, our approximately $11.4 million, 30-unit affordable housing development currently underway in Toledo. The project will include 22 one-bedroom and 8 two-bedroom units, all serving households at 60% of Area Median Income (AMI) or below.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Like many complex construction projects, Olalla Meadows has encountered cost and design challenges that required a creative solution — specifically around waterproofing and roofing redesign. This $50,000 grant will help bridge that funding gap, allowing the project to move forward while protecting the quality and long-term lifespan of the development.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Olalla Meadows was designed with a clear purpose: to provide stable, affordable homes for people who live and work in Lincoln County, where housing costs and limited availability continue to place real pressure on working families and individuals.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          A Shared Commitment to Housing Equity
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The second Impact Grant was awarded to Habitat for Humanity of Lincoln County in support of nine affordable workforce homes being developed on land donated by Samaritan North Lincoln Hospital in Lincoln City. That project serves households at up to 80% AMI, with priority given to income-qualified Samaritan Health employees and survivors of the 2020 wildfires.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Together, these two grants reflect a growing recognition by Lincoln County's leadership that affordable housing is not just a social need — it is an economic foundation. The Impact Grant program, which has expanded from its original focus areas of broadband and childcare to now support large-scale housing initiatives, is designed to fund one-year projects whose benefits extend well into the future.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

          It was great seeing everyone earlier this month at our Tiny Home Village Ribbon Cutting Ceremony on March 6th!
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      
          Lincoln County Commissioner Casey Miller attended the ribbon cutting ceremony for the Coast Vineyard Village Tiny Home Project in Lincoln City, celebrating a new housing development designed to support wildfire-displaced residents and individuals experiencing housing instability.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The project, developed by Northwest Coastal Housing in partnership with Coast Vineyard Church, the City of Lincoln City, Lincoln County, and Oregon Housing and Community Services, created a 12-unit tiny home village that provides both transitional housing and longer-term affordable housing opportunities.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The development includes six transitional units and six long-term affordable homes for residents earning below 80% of the Area Median Income, helping address housing instability following the 2020 wildfires while expanding affordable housing options in North Lincoln County.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Commissioner Miller attended the event to recognize the collaborative effort behind the project and to highlight the importance of housing stability to the overall health of the community.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          “Housing stability is foundational to a thriving community,” Miller said. “When people have a safe place to live, they have the opportunity to rebuild their lives, participate in the workforce, and remain connected to the community they call home.”
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Northwest Coastal Housing, a nonprofit housing developer serving Lincoln County since 1991, has partnered with local organizations and governments for more than three decades to develop affordable housing and provide supportive services across the Oregon Coast.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The Coast Vineyard Village development represents a coordinated community effort to create practical housing solutions for residents facing housing insecurity while supporting long-term community resilience.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Commissioner Miller noted that projects like this demonstrate how local partnerships can help communities respond to housing challenges and support neighbors working to rebuild stability in their lives.

          Less than a year after breaking ground, a ribbon cutting will be held on a housing project
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          that will benefit 2020 wildfire survivors and those facing ongoing housing challenges. NW Coastal
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Housing has teamed up with Coast Vineyard Church, the City of Lincoln City, Lincoln County, and Oregon
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Housing Community Services to open a 12-unit tiny home complex designed to provide six units of
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          transitional housing with preference to wildfire survivors and six units of affordable housing for residents
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          at or below 60% of the area median income (AMI) in north Lincoln County.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Located off Northeast 10th Street, the unique development represents a multi-agency approach to
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          addressing housing insecurity. The modular homes will offer residents not just shelter, but access to
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          comprehensive support services, including navigation assistance, peer support, and proximity to local
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          resources like a food pantry. Sheila Stiley, Director of Northwest Coastal Housing, emphasized the
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          project's significance, noting that many wildfire survivors still struggle to find stable housing years after
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          the devastating fires.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The public is invited to join in a ribbon cutting ceremony on Friday March 6th at 1:30 at 1516 NE 10TH next
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          to Coast Vineyard Church in Lincoln City. Come celebrate this project that was created to provide safe,
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          stable housing for those displaced by the 2020 wildfires and the unhoused in North County.
         &#xD;
    &lt;/span&gt;&#xD;

          It was a productive and informative day with Governor Kotek and the First Lady as powerful housing and services leaders and advocates joined in a round table discussion on the houseless and barriers in the housing continuum.           Thirty-two families and single households make their homes in the Golden Eagle II apartments—a complex of seven sage-green buildings on two sites, a half-block apart, in a quiet residential corner of Tillamook. The rent-restricted homes are a source of stability for residents, many of whom are very-low-income seniors living on fixed incomes. And the federally assisted 1975 property is a valued affordable housing asset in a coastal community where lack of developable land, a dearth of rent-restricted units, and low wages contribute to high housing cost burdens.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          But residents looked to an uncertain future, in 2016, when their private landlord filed a request to prepay the property’s USDA Rural Development loan. The prepay request, if approved by USDA, would release the property from affordability restrictions, allowing rents to rise to market rate. (USDA rent vouchers, though available to some qualified residents, would provide a far lesser level of protection.) A similar fate had befallen four other federally assisted affordable housing communities in the Tillamook area in recent years.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;

    &lt;strong&gt;&#xD;
      
          Skaar connected residents with legal advocacy agencies Oregon Law Center and the National Housing Law Project, which paired up to block the owner’s move. The legal team sued USDA, pressing the agency to follow a statutory process created to give residents a detour route from displacement.

    &lt;/strong&gt;&#xD;

          When residents heard word of the risk to their housing, they called Erin Skaar. Skaar, now a Tillamook County commissioner, was then the executive director of CARE Inc. (Tillamook County Community Action Resource Enterprises, Inc.), a nonprofit social services provider with offices a few blocks from the property. Skaar connected residents with legal advocacy agencies Oregon Law Center and the National Housing Law Project, which paired up to block the owner’s move. The legal team sued USDA, pressing the agency to follow a statutory process created to give residents a detour route from displacement: the property was to be offered for sale to nonprofit and public agencies, for a period of 180 days, at its then-current appraised value.
         &#xD;
    &lt;/span&gt;&#xD;

  &lt;/p&gt;&#xD;

          Buyer Beware
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/h4&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Prasch and others, including representatives of HDC, began inquiring with Sheila Stiley. Executive director of nonprofit Northwest Coastal Housing (NWCH) in Newport, Stiley oversees a portfolio of rent-restricted housing units in Lincoln County and works with partners up and down the coast to serve and advocate for the needs of low-income residents. Stiley, a rapid-fire speaker who counts herself a member of the “sturdy” population that makes the coast their home, recalls canvassing her Tillamook contacts in search of an interested buyer. When none stepped up, she had a choice to make.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          “I sat there and said, ‘Why not us?’” Stiley recounts.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          NOAH (Network of Oregon Affordable Housing), a leading advocate for the preservation of at-risk affordable housing properties in Oregon, had Golden Eagle II on its radar. Rob Prasch, NOAH’s preservation director, began making calls to find a nonprofit purchaser. A Portland-metro housing provider showed interest, assembling a consultant team, including HDC, to prepare an acquisition plan. But the match fell through, and by late 2019—the prepay approval still stalled by legal action and the clock ticking on the latest reset of the owner’s 180-day marketing period—no buyer had stepped forward.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;

Several expressed hope to live out their final years there. “I imagined these residents being forced to leave their homes—the disruption to all their support, their physicians, their networks,” Stiley says.
         &#xD;

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;

    &lt;span&gt;&#xD;
      
          With twelve days left on the 180-day clock, in December 2019, Stiley and her board submitted a purchase offer, which the seller accepted.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Stiley then visited the Golden Eagle II residents she hoped would be NWCH’s future tenants. Most were seniors, some with long tenancies at the property. One couple, in their nineties, had lived there for twenty-five years. Several expressed hope to live out their final years there.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

          Fortunately, Stiley had a battle crew at the ready. In addition to advocates and supporters such as NOAH, CARE Inc., and the Tillamook County Housing Task Force, she was flanked by an experienced consultant team passed down by the previous prospective nonprofit purchaser: LMC Construction, Carleton Hart Architecture, national housing nonprofit Enterprise Community Partners, and HDC all joined Stiley’s effort.
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          HDC’s two-person team, acting as NWCH’s project manager and owner’s rep and led by Finance Project Manager Shauna Childress, worked with Stiley to navigate the critical next steps in the preservation process: completing an assessment of the property’s physical and operational needs, securing funder and investor commitments to finance the acquisition, and negotiating property-transfer conditions with the owner, lenders, USDA, and other public funders. (Moving forward, the process will involve completing the acquisition and undertaking comprehensive rehab construction.) Enterprise’s external consultant, Larry Anderson, helped NWCH navigate USDA’s “unique preservation funding and procedural requirements,” according to Enterprise Rural Housing Senior Program Director Robin Davey Wolff.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
          The team clinched its acquisition funding goal, in June, when Oregon Housing and Community Services delivered the project crucial 9% low-income housing tax credit and General Housing Assistance Program funds. The funding commitments, valued at $8.75 million, keep NWCH on track to complete the acquisition this fall and start rehab construction next year.
         &#xD;
    &lt;/strong&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          NWCH’s first attempt to secure major public acquisition funding, in 2020, failed. But the Golden Eagle II preservation project scored an important funding win early this year, when USDA agreed to extend its Rural Development loan to NWCH for 30 years at 1% interest—and committed to expand rental assistance currently covering 19 units to all 32. The rent assistance commitment will draw millions in federal subsidy dollars to close housing affordability gaps for very-low-income Tillamook residents over the 30-year contract period.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

          Stiley acknowledges with a laugh that “there might have been some squeals and jumping up and down when I heard the news.” But, she adds, “Quickly thereafter, it was on to the next obstacle. The funding award means we haven’t lost the property yet. We can move forward to the next step.”
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

          Destination in Sight
         &#xD;

&lt;/div&gt;&#xD;

          Forward March
         &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;

&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          The next step is meeting a December 31 deadline to complete the property transfer process, which, though complex, is well positioned to succeed. And that means Golden Eagle II residents can begin looking forward to more meaningful milestones ahead.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
           ﻿
          &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          Within months, they can expect to access a comprehensive resident services program, provided by their new, nonprofit landlord in partnership with CARE Inc. and other providers.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          “A CARE case manager will reach out to occupants and connect them with resources they need,” Stiley explains, “whether it’s employment opportunities, Meals on Wheels delivery, or working with the property manager if there’s a late-payment issue.”
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          In less than two years, following a brief temporary relocation, residents can expect to move back into completely made-over apartments—including new flooring, cabinets, appliances, bathtubs, window coverings, and more. The buildings will be outfitted with new exterior envelopes, new water supply lines, new ventilation and lighting systems, improved outdoor walkways, and a new game room and laundry area. None of which will cause rents to rise.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          For now, Stiley hopes that the families, young couples, and seniors who live at Golden Eagle II can begin to feel the peace of mind that comes with knowing that the long-term affordability of their homes is—nearly—secured.
         &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
          “I hope that soon Golden Eagle II residents can take a deep breath,” Stiley said. “And that the property remains a pride and joy and jewel for the Tillamook community, and the county, in the future.”
         &#xD;
    &lt;/span&gt;&#xD;

         Since opening its doors in May of 2021 to September of 2024, CPR has served 463 households with 47% going to permanent housing such as an apartment. These are numbers counted by the state. However, NWCH considers the upstream housing as part of the journey to permanency, calculating to an additional 44% that is not captured including: Detox, Inpatient Residential Treatment, Transitional Housing (Oxford, Samaritan House, Nate’s Place), Assisted Living, and Multigenerational living with family. That amounts to 91% upstream housing success in the housing continuum.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Measure 110 rooms alone from 2022-2024 have provided 3,565 services. Eight clients received Inpatient Treatment Services of which 3 went to Detox and returned to a CPR held room and two more are presently waiting for Detox services. One client repeated the services 3 times till Inpatient Residential Treatment option was available. Fifty-two individuals moved to permanent and other  upstream housing options.

  &lt;p&gt;&#xD;

         We here at Northwest Coastal Housing are grieving the loss of Jeff Sutton, former client and employee of Coastal Phoenix Rising. People have heard me tell the story of when we first opened our doors. We were told to expect a client in a wheelchair. We waited for this arrival, only to discover there were two that arrived just two hours apart in wheelchairs. Jeff was arrival number one. When he drove up, he parked in the back parking lot. I personally ran out to his van, unhooked his wheelchair from the back, helping him into it then wheeling him into the shelter. He was ashen, frail, thin, and in a lot of pain just receiving a surgery for the amputation of part of his foot.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         We watched over him with our 24/7 staff, brought him food, and worked alongside the Samaritan Health Services as they brought daily medical care to the respite room he was staying in. Jeff was as tough as nails. He gained weight, regained his color, his strength and his hope for a new life. As we watched, Jeff was reunited with his children, went from wheelchair, to walker, to cane, to walking unassisted. Jeff was tough, always fighting for others. We are grateful to have been a part of providing more life for Jeff. He is remembered fondly by our staff, and he will never be forgotten. Our hearts go out to his children, family, and close friends.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Here is Jeff’s story from Jeff’s perspective (thank you to the Samaritan Health Services who captured his story in their magazine):
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Life can throw some serious obstacles at you, some out of your control and some by your own poor
         &#xD;
    &lt;br/&gt;&#xD;
    
         choices, according to Jeff Sutton, 65, of Lincoln County. Fortunately for him – and many others in distressing situations – help was available through Coastal
         &#xD;
    &lt;br/&gt;&#xD;
    
         Phoenix Rising, a program supported in part by Samaritan Health Services.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         The phoenix, a beautiful, immortal bird of mythology, symbolizes rebirth and growth. And the program’s
         &#xD;
    &lt;br/&gt;&#xD;
    
         acronym, CPR – referencing the life-saving medical treatment – was intentional, said Sheila Stiley,
         &#xD;
    &lt;br/&gt;&#xD;
    
         executive director of Northwest Coastal Housing, the nonprofit that operates the facility.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Sutton was one of the first residents at Coastal Phoenix Rising when it opened in February 2021. He
         &#xD;
    &lt;br/&gt;&#xD;
    
         agrees that CPR has given him the opportunity for a different and, hopefully, better life. In a
         &#xD;
    &lt;br/&gt;&#xD;
    
         handwritten note from September 2021, Sutton wrote:
         &#xD;
    &lt;br/&gt;&#xD;
    
         “In addition to the excellent health care given me by Samaritan Health, Coastal Phoenix Rising has been
         &#xD;
    &lt;br/&gt;&#xD;
    
         instrumental during my ongoing recovery by providing a safe, clean, warm and stable environment,
         &#xD;
    &lt;br/&gt;&#xD;
    
         allowing me to focus on the goal of achieving a full recovery. Their support, guidance, and the
         &#xD;
    &lt;br/&gt;&#xD;
    
         availability of many resources I would have never known about otherwise has enabled me to progress
         &#xD;
    &lt;br/&gt;&#xD;
    
         from the wheelchair to a walker, then to the cane.”
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Sutton describes his life’s path as 30 years of bad choices followed by five years of being wiser, saner
         &#xD;
    &lt;br/&gt;&#xD;
    
         and sober. While living in Simi Valley, California in 2015, his third wife left him and moved with their
         &#xD;
    &lt;br/&gt;&#xD;
    
         three young children to South Beach, Oregon.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         In 2019, he took medical retirement from his job at a rock mining company after being diagnosed with
         &#xD;
    &lt;br/&gt;&#xD;
    
         congestive heart failure. That seemed to him a good time to move closer to his children in Oregon,
         &#xD;
    &lt;br/&gt;&#xD;
    
         finding an apartment to rent in Newport. Last year, early in 2021, he was nearly felled by two major
         &#xD;
    &lt;br/&gt;&#xD;
    
         heart attacks, spent six weeks mostly bedridden at Samaritan Pacific Communities Hospital, then had an
         &#xD;
    &lt;br/&gt;&#xD;
    
         emergency amputation of half of his left foot after it turned gangrenous from poor circulation. During
         &#xD;
    &lt;br/&gt;&#xD;
    
         this time, he also lost his apartment.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Samaritan Health Services would not discharge Sutton from the hospital without a home to return to
         &#xD;
    &lt;br/&gt;&#xD;
    
         and a caregiver to assist. So, Samaritan referred him to Coastal Phoenix Rising. This former 42-bed motel
         &#xD;
    &lt;br/&gt;&#xD;
    
         in the heart of Lincoln City offers care to discharged hospital patients, survivors of the Otis wildfires, and
         &#xD;
    &lt;br/&gt;&#xD;
    
         others needing a safe place, resources and guidance to become self-supporting.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         “When I first arrived here, I was wheelchair-bound, frequently needing assistance to go from the chair
         &#xD;
    &lt;br/&gt;&#xD;
    
         to my bed, and vice versa,” Sutton wrote. He describes Coastal Phoenix Rising as “nothing but a positive
         &#xD;
    &lt;br/&gt;&#xD;
    
         experience,” mentioning the nurse Valerie who followed up with his care. “She is such a blessing to me, such a cheering and loving person.”
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Now, Sutton is able to walk without assistance and is actively looking for a new place to rent – not an
         &#xD;
    &lt;br/&gt;&#xD;
    
         easy task with housing shortages throughout the county. Another bit of good fortune – he was hired by
         &#xD;
    &lt;br/&gt;&#xD;
    
         CPR to work the front desk three nights a week and is able to remain in his room until he can find a
         &#xD;
    &lt;br/&gt;&#xD;
    
         rental.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         He said he has never before been called a “success story” but feels like those words could apply to him
         &#xD;
    &lt;br/&gt;&#xD;
    
         now.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

         The Lincoln County Community and Economic Development Funds were awarded to Northwest Coastal Housing (NWCH) toward the advancement of a 30-unit apartment complex in Toledo called “Olalla Meadows”.

         Thanks to the Nonprofit Social Services Allocation Grant, clients of Coastal Phoenix Rising Emergency Transitional Shelter are getting the opportunity to have increased access to laundry services onsite! Owned and operated by Northwest Coastal Housing, the purchased hotel from Project Turnkey funds came with a single washer/dryer for the 37 client rooms to use (around 75 people). Though laundry services are under 10 blocks away, that can be a very trying effort for the frail with no transportation.
        &#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div data-rss-type="text"&gt;&#xD;
  &lt;p&gt;&#xD;
    
         Thanks to both the City of Lincoln City Grant and Lincoln County Private Nonprofit Social Services Allocation Grant, NWCH was able to purchase 3 washer/dryer sets for the property helping offset outgoing expenses to NWCH’s costs in plumbing, electrical and flooring in preparation for the sets. The room is close to being completed for the clients to use reducing disparate impacts for all clients.

  &lt;p&gt;&#xD;
